- This report concludes the Commission’s fourth inquiry into the availability of advanced telecommunications capability in the United States. Like the previous three reports, this Fourth Report concludes that the overall goal of section 706 is being met, and that advanced telecommunications capability is indeed being deployed on a reasonable and timely basis to all Americans.

- Common Carrier Scorecard
- The Scorecard provides consumer information about telephone-related issues and performance information for individual telephone companies and for the common carrier industry as a whole. Consumers can use this information to make informed decisions about which companies and services they want to use. The common carrier industry can use this information to develop solutions to industry problems identified in consumer complaints.

- Long Distance Market Shares
- This report presents information on access minutes, presubscribed lines, and revenues for long distance telephone companies. Company shares of the long distance market are presented for each measure. Market shares are also reported according to each measure for the residential long distance market, and according to revenues for the international long distance market.

- Monitoring Report
- This report presents data for the eleven subject categories selected for monitoring. The first section provides information on the contributions to the universal service support mechanisms and industry revenues, on which those contributions are now based. The next four sections provide information on the various support mechanisms: low income support; high cost support; schools and libraries support; and rural health care support. The remaining six sections provide information on matters that might be affected by the support mechanisms: subscribership and penetration; rates and price indices; network usage and growth; quality of service; infrastructure; and revenues, expenses and investment.
