By a Motion filed October 1, 1998, MCI Telecommunications Corp. (MCI) revived this case first opened by the Commission in December 1994 to consider whether intraLATA toll dialing parity should be implemented in U S WEST Communications’ service territory in Idaho. Toll dialing parity, also referred to as one-plus equal access or carrier presubscription, allows a customer to preselect a carrier for in-state, intraLATA toll calls and then access its chosen carrier simply by dialing 1 plus the telephone number. Without dialing parity, a customer wishing to use a toll carrier other than U S WEST for such calls must dial a series of numbers before dialing the telephone number. By this Order the Commission grants MCI’s Motion in part, although on different grounds than stated by MCI, and directs U S WEST to provide a schedule for implementing toll dialing parity. On May 29, 1998, GTE Northwest filed an Application to reduce its access rates and “rebalance” its local service rates. GTE is a fully regulated, Title 61 company offering both local and intrastate long-distance services to more than 100,000 access lines in northern Idaho. This Application represents “the second phase of an overall reduction in [the Company’s intrastate] access charges of nearly 50%, from . . . $0.1133 cents per minute to the proposed effective composition rate of $0.0590 cents per minute.” Application at 1. The Company implemented the first phase of the access charge reduction ($0.01 reduction) on April 27,1998. The Phase 1 and Phase 2 access charge reductions will total approximately $4.42 million ($820,000 in Phase 1 and $3.6 million in Phase 2).

On July 7, 1998, the Commission issued a Notice of Application and Modified Procedure in this matter. The Commission requested that interested persons submit written comments on the Company’s Application no later than July 28, 1998. The Commission also held public hearings in Sandpoint and Moscow on August 19 and 20, 1998. After reviewing the Application, the written comments and the public testimony, we conclude that the Application should be approved as outlined in greater detail below.(Approximately 8 pages)

On October 17, 1997, GTE Northwest filed a Petition requesting that the Commission designate the Company as an “eligible telecommunications carrier” pursuant to provisions of the federal Telecommunications Act of 1996. A company designated as an eligible telecommunications carrier (ETC), is then eligible to receive federal universal service support. GTE asserted that it meets the requirements for designation as an ETC with one exception. The Company maintained that it cannot offer “toll control” service at this time and asked that the Commission grant a one year waiver for this service. The Company requested that the Commission issue its Order designating GTE as an ETC no later than January 1, 1998.

In Order No. 27196 issued October 29, 1997, the Commission found that this matter could be processed under Modified Procedure. The Commission requested that interested persons file written comments regarding GTE’s Petition no later than November 19, 1997. Only the Commission Staff filed comments. Based upon our review of the Petition, federal requirements and Staff’s comments, we grant GTE’s Petition.

In June 1996, U S WEST Communications filed an Application seeking a general rate increase for its local telecommunication services in its southern Idaho service territory. U S WEST serves more than 400,000 access lines located in 53 telephone exchanges across southern Idaho. The Company originally sought permission to increase its annual revenues for basic local services by $38 million or an annual increase of 58%. During the course of this proceeding, this request was revised to an increase of $15.538 million. The Commission Staff originally recommended a rate decrease of $32 million but later revised its recommendation to a decrease of $19.78 million. In this Order the Commission finds that U S WEST should reduce its annual revenues by $327,000.

Late last year in a separate case, the Commission authorized U S WEST to create three regional local calling areas that include more than 315,000 customers. Customers in the calling regions now have toll-free calling to many nearby exchanges. The revenue requirements and rate design from that prior case have been included in this general rate case.
